Background

Serbia’s transformation process and the impact of the global financial and economic crisis have resulted in high unemployment in Serbia, especially among young people. A qualified and competent workforce in technical occupations plays an important role in Serbia’s further socio-economic development. Despite the high unemployment rate, open positions for skilled specialists in technical occupations currently remain very often vacant, since it is quite difficult for employers to find adequately qualified people meeting their needs. Above all, companies criticize the lack of necessary practical skills. The existing technical vocational education and training offers in Serbia are much too theoretical, and are not sufficiently oriented to meet the requirements of employers and the needs of young people. Therefore, they are presently unattractive for both companies and young people alike. Also, the business community is still much too little involved in the design and implementation of technical vocational education and training. Therefore, a demand-based reform of technical vocational education and training in close partnership between government and the business community is urgently needed.

Objective - What is to be achieved?

The project has the goal of creating favorable conditions for demand-oriented cooperative vocational education and training in technical occupations.

Development of comprehensive occupational competence, comprising vocational knowledge, skills and work behavior required by employers, will lead to an improvement in employability and improved employment opportunities for the graduates of the new demand-oriented cooperative technical vocational education and training offers, thus contributing to the reduction of youth unemployment in Serbia. Demand-oriented qualified technical specialists will also contribute to improving the competitiveness, and thus the further development of economic sectors with growth and employment potential.

Approach - What is being done?

The project advises the Serbian partners in developing a cooperative, demand-oriented vocational education and training model for selected occupational profiles from the technical field and respective vocational education and training offers that are adapted to the conditions in Serbia. All relevant stakeholders will be included in this process.

Under the leadership of the Serbian executing agency, the Ministry of Education, Science and Technological Development, the project initiates and moderates dialogues between relevant stakeholders within the framework of organizing and implementing the new technical vocational education and training model. Roles and responsibilities will be defined and cooperation agreements developed jointly.

The curricula for three selected technical occupational profiles will be enhanced and modernized. The focus is on developing comprehensive occupational competence and increasing the proportion of practical learning phases, particularly in companies. Teachers, headmasters, and mentors / in-company trainers in companies will be extensively further trained in order to prepare them for competently implementing the modernized training and learning contents. Training of the first batch of learners in the selected new cooperative vocational education and training offers is scheduled to begin at participating schools in the school year 2014/15. These schools are to be selected based on criteria that will be jointly defined by the GIZ, the Ministry of Education, Science and Technological Development, involving other relevant stakeholders adequately.

Special attention will be paid to involve the business community in an active role. Several domestic and foreign companies indicated the willingness to participate in a cooperative education and training model due to the need for demand-oriented qualified skilled technical specialists. The project aims at using this potential for the establishment of cooperation agreements with companies and also public-private development partnerships. Apart from involving the business community in the design of a demand-oriented cooperative vocational education and training model, the focus lies on facilitating provision of sufficient structured practical learning phases in companies for learners and on creating positive examples of public-private collaboration according to the new cooperative model.

Career guidance / vocational orientation programs and marketing measures aim at promoting the new model of cooperative technical vocational education and training as well as at stimulating the interest of young people and their parents. Companies will be actively approached to convince them to participate as partners in the cooperative education and training system.

The following technical occupational profiles with high employment potential were selected by the project partners:

  • Electrician - occupational competence in the field of electrical installations (with the exception of high voltage);
  • Welders - occupational competence in various types of welding, including occupational competence related to metal processing;
  • Industrial mechanic - occupational competence related to operating, maintaining and repairing machines and equipment in production.

It is envisaged that the design and implementation of the cooperative technical vocational education and training program for the occupational profile of industrial mechanic will take place in a partnership between the company BOSCH, the vocational school in Pecinci and the GIZ.
